万季飞：展览业是扩大内需的有力支柱

【好展会网】 展览业具有产业关联度大、产业链条长的特点，展览活动导致的商品、物资、人员、资金、信息流动对国民经济产生拉动效应，可带动交通、住宿、餐饮、零售、旅游、房地产、邮政、电信、广告、印刷、金融、保险等服务产业消费链的发展，对相关产业的经济拉动系数高达１∶９。 <br> <br>　　２００９年，全国各个行业都将立足扩大内需，保持行业稳定增长。作为扩大内需的有力推动力量，展览业在这一过程中可以发挥其积极而又特殊的作用。 <br>　　展览业在保增长、扩内需方面发挥着独特而积极的作用 <br> <br>　　作为综合性的服务产业和现代服务业的有机组成部分，展览业的发展带动着服务业方方面面的发展。展览业具有产业关联度大、产业链条长的特点，展览活动导致的商品、物资、人员、资金、信息流动对国民经济产生拉动效应，可带动交通、住宿、餐饮、零售、旅游、房地产、邮政、电信、广告、印刷、金融、保险等服务产业消费链的发展，对相关产业的经济拉动系数高达１∶９。随着展览业的发展，不仅其本身能提供大量的就业机会，也能不断提高相关行业从业者收入。这在提高人民生活水平，扩大内需和促进社会稳定等诸多方面都有着积极意义。 <br> <br>　　在展览业居世界领先地位的德国，中央和地方政府每年为展览设施改造和扩建投资达两亿多欧元。中国展览业总收入占当年全国ＧＤＰ的比重不到０．０５％，而在德国、美国、新加坡等国家，会展业总收入约占其ＧＤＰ的０．２％左右。 <br> <br>　　２１世纪以来，中国展览业发展迅速，无论是展览会的数量还是质量都发生了质的变化，办展主体不断增多，展览场馆规模不断扩大，为各相关行业发展注入了新的活力。国务院提出要大力发展“会展等商务服务业”，许多省市都已将会展经济作为新的经济增长点大力扶植。据不完全统计，２００８年全国举办的展览会超过３０００个，直接收入达１４０亿元，由此带动相关行业收入近１３００亿元，实现了良好的经济效益和社会效益。根据中国贸促会《２００８年中国会展经济发展报告》，２００８年中国展览业呈现出各级政府高度重视、行业发展更加规范、政策法规体系进一步完善、场馆建设重拾升势、业内交流异常活跃等态势。 <br> <br>　　国际金融危机对中国展览业的影响日渐凸显 <br> <br>　　从２００８年下半年开始，国际金融危机对中国展览业的负面影响开始日渐凸显。 <br> <br>　　在出国（境）展览方面，２００８年，在由中国贸促会展览管理办公室批准的１８８１项出国举办经济贸易展览会计划中，最终实施的只有１１０３项，实施率为５９％，与２００７年相比下降４个百分点；２００８年上半年出展计划实施率为６１％，下半年则降至５６％。从２００８年下半年开始，部分已经报名参加境外专业展览会甚至缴纳了展位定金的企业相继退展。２００９年上述出国展览会中将有近５０个停办、缓办或较大幅度压缩规模，预计由此直接导致出口减少近８０亿美元。 <br> <br>　　在境内展览方面，由于我国企业特别是作为参展主体的中小企业面临利润降低、资金短缺等困难，不得不压缩参展开支，甚至取消参展计划，导致境内展览会数量减少、规模缩小、效益下降。同时，由于很多国家和地区市场低迷，部分企业资金紧张甚至破产，海外来华参展的企业和采购商减少。 <br> <br>　　建议扶持展览业平稳渡过难关 <br> <br>　　展览会是为数较少的可同时带动投资、消费和外贸，从而推动经济平稳较快增长的产业之一。在当前形势下，发展展览业对应对金融危机具有重要意义。２００８年１２月底召开的国务院常务会议强调指出，要“积极培育新的消费热点，大力促进节假日和会展消费，促进消费升级”。 <br> <br>　　目前，许多地方政府都从政策、资金等方面扶持当地展览业发展。广州、西安、石家庄、南宁等省会城市以及余姚、宁波、义乌等中小城市均结合本地区实际情况，出台了相关的政策措施，涉及到展览会项目补贴、展会评估、知识产权保护、税收政策改革等方面，为当地展览业的发展提供了良好的外部环境。但从国家层面来看，目前尚无扶持展览业的政策。建议政府有关部门从资金、政策方面对办展单位、参展企业给予支持，具体建议如下： <br> <br>　　首先，加大对展览业财政补贴。该补贴主要用于宣传推介中国展览业，鼓励办展单位扩大办展规模，提高办展水平，提升服务质量，增进展览业国际交流。如用于组织中国优秀展览会的组织者赴美国、日本、德国、巴西、俄罗斯、南非等地举办宣传推介活动；根据国家产业结构升级战略，对钢铁、汽车、船舶、石化、轻工、纺织、有色金属、装备制造、电子信息等重点行业的优秀展览活动给予财政扶持；用于鼓励举办不同层次的展览业交流活动；用于加大对展览行业公共服务的支持力度等。 <br> <br>　　第二，为组展单位和参展企业提供减税优惠政策。中央经济工作会议提出“实行结构性减税”。为办展单位减税，不仅将减轻组展单位和参展企业的负担，鼓励其积极做好展览工作，带动相关产业发展，同时也将提高相关从业人员的收入水平，刺激消费。 <br> <br>　　第三，尽快成立全国展览业协会。我国展览业发展最为突出的问题是缺少统一协调、管理和服务的机制。当前，展览业国际竞争日趋激烈，金融危机影响日益加深，急需成立全国性的行业组织，统筹协调，整合资源，加强行业凝聚力，提高行业竞争力。 <br> <br>　　第四，编制《中国展览业发展规划（２０１０－２０１４）》。为推进全国展览业规范有序发展，最大限度地发挥展览业在扩大内需、促进消费方面的积极作用，为行业应对金融危机挑战指明方向。 <br> <br>　　第五，加大对中国举办和参加世博会的支持力度。世博会是展览业的最高殿堂，对推动举办国和参与国的社会、经济发展，树立其国家形象具有深远意义，对提升全球应对金融危机的信心具有独特作用，建议国家进一步提高对世博会的重视程度，对２０１０年上海世博会中国馆的展示运营等方面提供足够的资金支持，对中国参加２０１２年韩国丽水世博会和２０１５年意大利米兰世博会提供更充足的资金保障。（作者为中国贸促会会长，全国政协常委，上海世博会组委会副主任委员、执委会执行主任）</span><br> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </p> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </FONT></td> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </tr> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </tbody> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </table> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </td> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; </tr> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; <tr> &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; <td>
